1. Please can you provide copies of any guidance and/or rules setting out the roles and responsibilities of the Monitoring Officer? In particular, I am interested in understanding the MO's powers and obligations in relation to accepting or rejecting PCRs and the framework they apply when taking such decisions.
2. I am also interested in any rules or guidance that applies to the MO's roles and responsibilities in relation to the implementation of a communications protocol with partners of an approved funding project that are not Project leads.
3. It would also be helpful to understand the complaints escalation procedures where official communication provided by MO is not reaching project partners
