I'd like to file a FOI request for correspondence between InnovateUK and ZeroAvia Ltd, ZeroAvia LLC, or its officers (including Valery (aka Val) Miftakhov), between 1/1/2019 and the current date, including supporting or technical documents.

Responsive documents are likely to be in regards an InnovateUK grant for developing a zero emissions aircraft.

We estimate that the cost of complying with your request would exceed the appropriate statutory limit as specified within Section 12 of the FOIA which for UKRI is set at £450. This represents the estimated cost of 18 hours of staff resource on locating, retrieving and extracting the information.

We have determined that to gather this information it would take over 189 hours. We calculated this estimate by conducting an email search on our records using the parameters you provided which returned 5,657 emails. These would need to be individually reviewed to determine if they could be considered within scope of your request. In order to provide an informed estimate, we reviewed 20 of the 5,657 emails which took over 40 minutes to establish if they were within scope. We therefore have reached the conclusion that allowing 2 minutes per email provides a realistic time estimate of 189 hours: 5,657emails X 2 minutes per email = 11,314 minutes (~189 hours).

Consequently, UKRI is not obliged under Section 12 of the FOIA to respond to your request.
