Given the material financial impact of energy price volatility on public bodies in recent years, there is clear public interest in understanding the level of exposure to future energy costs across organisations funded directly or indirectly by taxpayers, and how potential cost risk is being managed ahead of Winter 2026.

UKRI has 0% unsecured energy usage for the period 1 October 2026 to 31 March 2027.
UKRI purchase both electricity and gas under the Crown Commercial Service (now Government Commercial Agency) Framework, RM6251 Supply of Energy 2. This is applicable to gas and electricity usage across all UKRI sites.
Under the framework we are in a locked basket for a specific delivery period. The CCS/GCA aggregates the energy demand of multiple public sector customers. Their in-house trading team buys energy in bulk to smooth out price spikes.
