I would most respectfully ask Innovate UK to review the data across several applications [for the Energy Catalyst round 8: clean energy access - industrial research competition] where only one reviewer says an application is out of scope and I would then ask you, ideally for a significant sample of these, potentially across range of application types to:

(a) compare their scores with the mean of those reviewers who do not give an out of scope decision.

(b) compare the mean number of words written as feedback with the mean of those reviewers who do not give an out of scope decision.

(c) supply me with the above raw and processed data suitably anonymised (this is an FoI request).
