  1. Request Received: 12 January 2022

I note that you advance in the region of £800 million annually in research grants and career awards.
    (1) For 2019 and 2020 could you please advise the total amount granted for research involving, the use of live animals, licenced under ASPA 1986. For the same years, could you please, let me know, the amounts granted to develop human relevant research which would reduce/replace the use of animals.

    (2) For MRC-funded research grants involving (in full or part) the less commonly used species of dogs for 2019 and 2020 could you please let me know the amount of grants awarded.

    (3) For 2019 and 2020 please can you advise the number of dogs used or the number of procedures they were subjected to. If you do not have figures for establishments not owned by MRC, please can I have just the figures for MRC owned establishments. Finally for MRC owned establishments how many dogs were rehomed after use.

    (4) Can I please have a list of MRC owned establishments that are licenced under ASPA 1986. Alternatively please confirm they are all listed under M on this link https://mrc.ukri.org/about/institutes-units-centres/list-ofinstitutes-units-centres/
Please also advise is there just one establishments licence for the MRC or does each unit have a separate licence?

    (5) Can you please advise the source of funding for the grants. If Government/Treasury is this set aside solely from taxpayers money?

    (6) In terms of advancing grants for research involving the use of live animals is this exclusive to non-profit making organisations?.

    (7) Regarding research involving the use of live animals does your department do their own harm/benefit analysis and confirm that there is no alternative to the use of live animals and in respect of specially protected animals do you confirm that no other species can be used. In this regard do your staff who approve grants have specialised knowledge of human relevant, non animal use research.

    (8) https://gtr.ukri.org A search on all data and the funder MRC lists 43,033 active and 83,418 closed projects. It would be helpful for transparency and openness if there could be a separate category to search projects licenced to use live animals under ASPA 1986. I would appreciate if you would give this consideration.

My apologies for the length of this request. With the exception of points (1) - (3) which might require some time collating figures (although they should be readily available from annual reports to the Home Office), the other points should take very little time to answer.

    Reference: FOI2021/00523 bullying complaints

The number of formal bullying complaints made within UKRI and each of its constituent councils (including
Innovate UK and Research England) since UKRI was formed in 2018. Also, how many of these complaints were formally investigated, and of these, the number of complaints upheld. This can be in calendar or financial years - whatever is easiest for you.

Many thanks for this. I asked for the data to be broken down according to research council. Would this be possible?

  4. Request Received: 18 January 2022

How many funding applications does Innovate UK receive annually?

How many applications does SMART receive annually?

For applications that Innovate UK has funded, in the last three SMART rounds, could you please tell me the average total project size and success rates within each of the three research categories (feasibility studies, industrial research and experimental development)?

For Innovate UK's Smart Grants Competition, please can you provide:

    1. Blank copies of the marking/scoring criteria sheets used by assessors, including the most recently closed round and next closing round.

    2. Marking/scoring criteria guidance literature provided to the assessors, including the most recently closed round and next closing round.

For clarity, a link for the recently closed round: https://apply-for-innovationfunding.service.gov.uk/competition/1035/overview

    Next closing round: https://apply-for-innovation-funding.service.gov.uk/competition/1087/overview

A precedent has been set in providing this information through a previous FOI (Ref:2020/00057) as recorded on your website. In addition, we have previously received a copy specifically for the Smart Grants competition through an FOI request to Innovate UK.

I believe that it is in the public interest to share information on how decisions are made by a publicly funded no-departmental public body. Additionally, I believe Innovate UK should be able to publicly evidence that a due process was followed in making this decision and considering the impact on equality, diversity and inclusion for applicants applying for grant funding.

  7. Request Received: 24 January 2022

I apologise for the delay in replying to your letter of the 12th of October 2021, but I hope it is still possible to address your responses. Specifically, I would like to modify my request in order to overcome your objection that "we believe it may be possible to match reviewer scores to individual grant proposals, which would be a breach of peer review confidentiality".

In order to make it impossible to associate a review score with a particular grant, I would instead like to request that just the peer review scores are provided along with the overall panel score (as opposed to the ranking as before), with the provision that in cases where there is a single grant with a particular score, it be eliminated from the dataset. In this way, there is no way to determine which peer review scores are associated with which grants, which I hope will address your concerns without adversely affecting my request. If the returned data could mention where this is the case (a note saying "Results with a panel score of 6 are not available for confidentiality reasons" or similar, for example) I should be able to make any statistical corrections necessary.

  8. Request Received: 20 January 2022

This is an information request relating to losses and special payments

Please include the information for each of the following periods; 2018-19, 2019-20 and 2020-21:

    • The total number of cases of losses in each year.

    • The total cost of losses in each year.

    • An itemisation of each loss including what it was for and how much it cost.

    • The total number of special payments in each year.

    • The total value of special payments in each year.

    • An itemisation of each special payment including what it was for and how much it cost.

Clarification received on 25 January 2022

By losses I am referring to any loss which the organisation was not expecting to make, for example these could include: fruitless payments; constructive losses; storage losses etc. This would not include contingent liabilities.

A special payment would be a one off payment, these could include compensation or ex-gratia payments.
